The U.S. Army Corps of Engineers sometimes opens the locks to help with flood management during extreme weather. They did exactly that early Thursday morning when the Chicago River was three feet above the level of the lake, which means the river has reversed its course for the day and is flowing back into Lake Michigan. As of Thursday afternoon the river level was still two feet above the lake.
The decision to release water through the Chicago locks is made jointly with the MWRD and the USACE, and they closely monitor water quality. But there's also the issue of big chunks of trash and debris from runoff getting into the river (and now the lake).
